Will Arizona Require an Off-Road Vehicle Safety Course?

This law involves a new course that appears to specifically target ATV (all-terrain vehicle) riders, but motorcyclists are also required to take the course. 

What’s the New Requirement?

According to the Arizona Department of Transportation, starting January 1, 2025, Arizona will require off-highway vehicle (OHV) owners to complete a safety course before registering or renewing their vehicles. Under this law, if you own an ATV, UTV, dirt bike, or any other off-road machine, you must take this course to keep riding legally. The course is a one-time requirement, and you must be complete it between January 1, 2025, and June 1, 2027. 

Why Did Arizona Introduce this New OHV Course?

Arizona introduced the OHV safety course requirement in order to promote safer riding. With off-road vehicle use increasing, state officials noticed rising accidents and the subsequent environmental damage on trails. 

What’s in the Course?

The Arizona Game and Fish Department (AZGFD) developed the course, which is available online through the Arizona Department of Transportation Motor Vehicle Division (ADOT MVD). It’s designed to be quick and informative, featuring a 10-minute instructional video followed by 20 multiple-choice questions. The goal is to educate riders on safe and respectful vehicle operations, ensuring everyone enjoys the trails responsibly. 

How Do I Access the Course?

The course is accessible to Arizona residents through the state’s online portal at AZMVDNOW.gov. Non-residents can access the course at AZGFD.gov. Both of these courses are entirely free and can be completed at home. Once you’ve finished, your registration will include a decal indicating compliance with the new law, making it easy for law enforcement to identify you.

What Happens if I Don’t Take the Course?

Motorcycle riders in Arizona who skip the new OHV safety course in 2025 risk having their off-road vehicle registrations revoked. Without valid registration, they could face fines or even have their vehicle impounded if caught riding illegally.
